Mark Tallman is a Creative Assurance founding Partner and Senior Consultant. He has been a security and emergency management educator, consultant, and practitioner for 12+ years. He taught Homeland Security and Emergency Management at the Massachusetts Maritime Academy, as well as the Center for Study of Homeland Security (CSHS) and Center for Cybersecurity Education & Research (CCER) at Colorado State University-Pueblo. Tallman is the author of “Ghost Guns: Hobbyists, Hackers, and the Homemade Weapons Revolution,” released through Praeger/ABC-CLIO in 2020, and available through your friendly local online retail monopoly. Dr. Tallman currently serves as Senior Security and Safety Risk Manager at the Taft Museum of Art. He has a Ph.D. in International Security from the University of Denver. He is a licensed armed security officer and range safety officer, and has been certified in cyber resilience planning, business continuity planning, CPR/1st Aid/AED, wilderness 1st response, cultural institution protection management, healthcare security management, and workplace violence prevention.

Kerry Robarge is an emergency management consultant with experience in business IT consulting, global health, public health, and international humanitarian aid. Kerry has been a security and emergency planning consultant since 2012. Her experience includes technical advising for the Carter Center in South Sudan, and program management for Catholic Relief Services during the 2014 Lesotho coup. Kerry was a GIS Specialist for the US Army Corps of Engineers and responded to Hurricane Katrina with FEMA. She has an M.A. in International Human Rights with graduate certificates in Humanitarian Assistance and Global Health Affairs, and a B.S. in Imaging and Photographic Technology from the Rochester Institute of Technology.

Kate has supported security and emergency planning projects since 2012. She is an Assistant Professor and the interim co-lead of Rare & Distinctive Collections (archives, government information, maps, & rare books) at the University Libraries, University of Colorado Boulder. She a member of the Steering Committee for the State of Colorado’s Cultural and Historic Resources Task Force, a multi-stakeholder organization focused on safeguarding Colorado’s historic resources during disasters and emergency operations. Kate has a Master's in Library and Information Science from the University of Illinois-Champaign, an M.A. in Southeast Asian Studies from the University of Wisconsin-Madison, and a B.A. in Anthropology from Northern Illinois University.
SENIOR CONSULTANT
Tim is an experienced physical and facility security specialist with 20+ years of experience in physical security, industrial security, and facilities management. Mr. Powell served MillerCoors as Security Manager for Enterprise Systems, Security Systems Administrator, and Regional Security and Emergency Services Manager. In these roles, he designed, implemented, evaluated, and supervised MillerCoors security, fire, emergency management, and life safety systems at enterprise, regional, and local levels. Mr. Powell was a project coordinator for Stanley Convergent Security Solutions, where he managed security maintenance and improvements for IT and telecom providers. Tim attended Warren Technical University, and is a certified automotive mechanic. He holds a CDL with endorsements for multi-trailer, tanker, and HAZMAT operations.
FIRE & SAFETY CONSULTANT
Landon Lee is a career firefighter with professional background in law enforcement, residential and commercial structural contracting, and public safety services. Landon served as a Captain and Assistant Fire Marshal with the City of Aurora, CO, and has served in numerous special operations roles within the Aurora Fire and Police Departments. Landon is a certified paramedic.
CONSULTING ASSOCIATE
Melissa Racho is a practicing psychotherapist and onsulting Associate. Melissa's background includes emergency and continuity planning for healthcare providers, crisis communication planning, emergency training and exercising, decision-support, and cross-cultural communication. She holds a Ph.D. in School Psychology from the University of Northern Colorado. She also maintains a private practice providing a wide spectrum of evidence-based individual and group therapies for adult outpatients, veterans, and first responders.
CONSULTING ASSOCIATE
Jake Diliberto is a policy planning consultant and former USMC non-commissioned officer. Jake has experience in local, state, and federal emergency planning. He has advised for police training, rapid terrorism response, foreign partner military advising and standards implementation. Jake was a Research Associate for the United Nations in Afghanistan, an international security instructor at the University of Birmingham, and a Fellow at the Center for International Policy. Jake is a certified jump instructor with more than 13,000 jumps. He has set three Guinness World Records for skydiving.
